ANALYSIS OF THE LEGAL PROVISIONS OF THE LEGISLATION OF THE REPUBLIC OF UZBEKISTAN ON ENSURING THE CHILD'S RIGHT TO EDUCATION

Abstract

This article provides a comprehensive analysis of national legislation governing the protection and realization of the child's right to education and examines the substance and significance of legal provisions aimed at strengthening guarantees for the implementation of this right. In addition, international legal instruments relating to the protection of children's right to education are reviewed, particularly the provisions established in universal and regional international standards on the protection of children's rights. The study also offers a scholarly analysis of the consistency and interaction between national and international legal norms and evaluates their practical significance. Furthermore, the article pays particular attention to several pressing issues arising in the process of ensuring the child's right to education. In particular, statistical data are presented demonstrating the increasing number of cases involving physical, psychological, and other forms of violence against children committed by educational personnel, including caregivers and assistant caregivers in educational institutions. To improve the legal mechanisms aimed at preventing and addressing such problems, the legislation and law-enforcement practices of foreign countries have been examined. Based on an analysis of international experience, scientifically grounded proposals and recommendations have been developed to enhance the protection of children's right to education, safeguard children from all forms of violence, and strengthen the accountability of educational personnel. The article substantiates that the implementation of these proposals in practice will contribute to improving the system of child rights protection and fostering a safe and healthy environment within educational institutions.
