Abstract
This article systematically analyzes the legal and institutional aspects of conflicts of interest management in the automotive logistics sector of Uzbekistan. The topic is directly related to issues of transparency, integrity, and corruption prevention in public administration and motor transport, particularly revealing legal risks arising in licensing, permit issuance, and control and inspection activities. The main objective of the work is to identify factors causing conflicts of interest in the automotive logistics field, assess current legislation, and develop scientific and practical proposals for their elimination. The article analyzes the provisions of the Law “On Conflict of Interest,” adopted in 2024, using the motor transport sector as an example, and highlights instances of potential conflicts of interest in transport control inspection activities. Additionally, effective mechanisms for managing conflicts of interest were studied based on the experiences of the European Union, the USA, and South Korea. The research findings substantiate that digitalization of licensing and control processes, implementation of declarations of interest, and strengthening of independent and public oversight play a crucial role in preventing violations related to conflicts of interest in the field of automotive logistics. The scientific novelty of this work lies in the fact that, for the first time, the problem of conflict of interest is comprehensively analyzed in the context of Uzbekistan’s automotive logistics industry.
