Abstract
This article provides a legal and practical analysis of the activities carried out by the Ministry of Justice of the Republic of Uzbekistan during 2023–2025 within the implementation of the new edition of the Constitution adopted on April 30, 2023. Special attention is given to the “Legal enlightenment trains” initiative aimed at increasing public legal awareness, explaining constitutional reforms to the population, conducting legal expertise of normative acts, monitoring the activities of state bodies, and improving access to free legal assistance. The article highlights the practical results of introducing new constitutional institutions, strengthening human rights guarantees, and improving transparency and accountability in public administration. Based on data and expert analysis, recommendations for enhancing the constitutional implementation mechanisms are provided.
The article also analyzes in detail the mechanisms developed for the direct implementation of the Constitution in the new edition and the unconditional observance of constitutional norms by state bodies and officials. It is also specifically noted that the monitoring work carried out by the Ministry of Justice during 2023-2025 was aimed at eliminating systemic shortcomings identified in the implementation of legislation, studying public appeals, and improving mechanisms for their resolution.
In addition, the article reflects the methodological, normative, and organizational activities of the Ministry of Justice on the practical implementation of the principles of a social state enshrined in the Constitution - social protection, the rights of persons with disabilities, and the expansion of legal guarantees for working with youth and women. Based on a scientific approach, the results achieved in such areas as reforms in the judicial and legal system, the expansion of mechanisms for providing free legal assistance to citizens, and the strengthening of the legal framework for the activities of local government bodies are also analyzed.
