Abstrakt

Ushbu maqola davlat sektorining ichki va tashqi kontekstini o‘rganadi. Shu bilan birga, tadqiqot davlat sektorining korrupsiya xavfi davlat apparati funktsiyalarini bajaradigan ayrim bo'linmalarning xavflari ekanligini isbotlaydi. OECD va ISO xalqaro standartlari, shuningdek, FATF, Interpol va boshqa xalqaro tashkilotlarning tavsiyalari doimo davlat davlat organining tashqi va ichki kontekstiga e'tibor qaratadi, bu esa ichki va tashqi korrupsiya xavfi har doim korrupsiyaning oldini olish yo'llarini aniqlash imkonini beradi. Davlat sektori kontekstini tahlil qilish korruptsion amaliyotlar uchun eng zaif nuqtalarni ko'rib chiqish imkonini beradi. Davlat organining miqyosi u qamrab olgan muassasalar soni bilan belgilanadi, ya'ni bir funktsiyaning bir nechta jarayonlarini bajarish uchun davlat organiga bir nechta institutlar va shunga mos ravishda kadrlar kerak bo'ladi. Xususan, davlat sektorida korrupsiya uchun shart-sharoit mavjudligini aniqlash imkonini beruvchi 14 ta tashqi belgi, shuningdek, turli korrupsiya sxemalarini amalga oshirishga hissa qo‘shayotgan davlat organlarining zaif tomonlarini ko‘rsatuvchi 6 ta ichki jihatni tahlil qilib, rasmiy vakolatlardan foydalanish).
